In 2006, Viorel and Florica Pasca viewed a newscast which reported that two homeless elderly had frozen to death while living on the streets. Moved to action, Viorel and Florica found four homeless elderly and invited them into their home. Today they care for over 200 elderly and frail in 10 care homes in three villages.

Kim Jackson accepted an invitation in 2011 to become a 'voice' to raise awareness and funds for the ministry of Elder Orphan Care. She invests her energy and skills to oversee and further develop the outreach of EOC. She travels with teams to Romania periodically to continue developing relationships and strategies for meeting needs.
